The flywheel is the mass the 4G63 has to spin before it does anything else, and the factory piece on a CD9A/CE9A carries more of it than a modified car wants. Taking weight out lets the engine pick up revs faster and makes rev-matched downshifts far easier to land, while the ST steel construction keeps enough inertia left over that pulling away from a stop still feels normal rather than stall-prone.
Competition Clutch catalogs this flywheel under the 1993–1999 Eclipse GSX and Eagle Talon 7-bolt applications. That is not a listing error: the Evo 1/2/3 was never sold in North America, and it runs the same 7-bolt 4G63 with the same transmission mounting as those cars, so the DSM 7-bolt flywheel is the correct flywheel for a CD9A or CE9A.
