These bushings hold the steering rack itself to the crossmember, and they are the reason a car can feel slightly disconnected on turn-in even when everything else in the front end is fresh. Soft mounts let the whole rack shift sideways under cornering load, which means part of your steering input goes into moving the rack rather than the wheels. Tightening that mounting is one of the cheapest ways to make steering feel direct again.
